@flogic Here's what I found: afdc.energy.gov/data/widgets/10311 It's similar to the "fuel crisis fallout" discussions when i was a kid, that a full bus is better than a full car, but skipping empty buses is a chicken-and-egg problem of people not using it because they don't show often enough.
